extra expenditure which would have been involved by grant-

-ing Mr. Darby's application. Mr. Chatham never intended to

imply that £60 was the difference between a new Officer's

pay and what would have been drawn by Mr. Darby, and I

submit that no such comparison can properly be made bet-

-ween an officer with seven years' service, who is cap-

-able of conducting the work of the Survey Office, and a

new-comer, who is entirely ignorant of the Colony, and who

merely possesses ordinary knowledge of surveying.
